Soup kitchen/shelter in the Tombs. Hosts a reasonably large population of teenage runaways, and ministers to local homeless.

Angel Sanctuary is in a relatively well-maintained two-story building; immediately adjacent are a mom-and-pop convenience store and an abandoned office building. Between the shelter and the abandoned building, a rusty iron staircase runs up to Jill's second floor office.

The first floor of the shelter includes a dining hall, a smallish kitchen, and one or two rooms with bunk beds. A narrow stairwell leads to the second floor, where the office is located.
