The War
After humans were made mortal, the Slayers became frightened by the unknown fate God had prepared for mortal souls. Like Xariel, many of them attempted to follow the loyalists to humanity's final reward. (See Fast Car.) None were able to.
Until they could surmount the problem of humanity's mortality more permanently, the Slayers came up with various methods of hiding human souls from the Heavenly Host. The first haven was the underground city of Kasdeja?.
Kasdeja was eventually supplanted by the Haven project, nothing less than an extension of Creation itself, barred to all but the dead and their shepherds. The architect of this project was Charon, a high-ranking Slayer and a former close friend of Usiel.
The spirit world was a wanly beautiful version of Creation, a place of deep, still oceans and perpetually moonlit groves. Charon extended Haven obsessively, convinced that the Host would eventually pierce its walls.
Eventually, of course, they did, shining hordes invading the marble fortresses where human ghosts fought alongside fallen angels.
